Summary of Resident Feedback on the East-West Cycleway Link
General Sentiment:
The majority of the feedback from Nelson City residents regarding the proposed East-West Cycleway Link is overwhelmingly positive. Residents appreciate the existing cycle network and express strong support for the extension and improvement of the East-West link. The primary reasons for support are enhanced safety, increased convenience for cyclists, and the promotion of active transport which aligns with environmental sustainability goals.
Key Themes:
-
Safety Concerns: Many residents emphasize the need for a safer cycling environment, particularly for children commuting to school and for daily commuters like those traveling from The Brook to Richmond. The current lack of safe cycling infrastructure on certain routes, such as the area near the hospital and Waimea Road, is highlighted as a significant concern.
-
Increased Usage: Residents report an increase in cycling due to existing infrastructure improvements and anticipate that extending the East-West Cycleway will further boost cycling rates. This is expected to reduce car congestion and pollution, particularly in the CBD.
-
Community and Health Benefits: Submissions frequently mention the health benefits of cycling and the positive impact on community connectivity. Safe and extensive cycling infrastructure is seen as crucial for encouraging active lifestyles among all age groups.
-
Educational Impact: The proximity of schools to the proposed cycleway link is repeatedly noted. Safe routes are crucial for encouraging students to cycle to school, which could reduce peak-time traffic congestion and promote independence among young people.
-
Economic and Recreational Value: Some residents point out the economic benefits of cycling through increased tourism and local spending. The recreational value of cycling, both for residents and visitors, is also a highlighted benefit.
Recommendations from Submissions:
- Extend and Improve Safety Features: Residents strongly recommend the extension of the cycleway, particularly to create a safer environment for children and daily commuters. Specific suggestions include better crossings, dedicated cycle lanes, and barriers separating cyclists from motor traffic.
- Focus on Connectivity: Ensuring that the cycleway effectively connects key areas such as schools, the CBD, and residential areas is crucial. Residents desire a continuous and seamlessly connected cycle network.
- Infrastructure Investment: There is a call for the council to prioritize investment in cycling infrastructure, even if it requires reallocating funds from other areas or increasing the overall budget for transport infrastructure.
Opposing Views:
A very small minority oppose the extension of the East-West Cycleway, citing financial concerns such as high interest rates and the cost of living crisis. These residents suggest prioritizing fiscal prudence over new infrastructure projects.
Conclusion:
The feedback indicates strong community support for the East-West Cycleway Link, with a focus on safety, connectivity, and the promotion of an active lifestyle. While economic concerns are noted by a few, the predominant view is that the benefits of an extended and safer cycleway network justify the investment. The council should consider these insights while planning further actions to enhance Nelson’s cycling infrastructure.

| East - West cycle network. The cycle network continues to grow, and this is greatly appreciated. Commuting from The Brook to Richmond every day by bike is now safer than ever... I can avoid dealing with motorised traffic for most of the journey now. As a result of these improvements I am seeing more and more people use the network. The one part of the journey that is still risky, bringing me into close contact with drivers is the journey from the Brook over to the hospital... The roads are tight, the drivers often distracted, and I've had to many near misses to count. The East-West section of the cycling network is really important, not just for me, but for all the school age children heading to and from the schools in this area. | 11.19 |
| I strongly support the establishment of an east–west cycle and pedestrian link. | 56.10 |
| 3. I support the proposed East West bike path across Nelson. Many people in Nelson commute by bike and it would be great to have a larger network to encourage more people to choose active transport, and to help reduce car congestion and pollution in th CBD. | 92.19 |
| Cycle link makes sense, would help with active transport and getting school kids biking to schools in the area, but it needs to be safe. | 181.8 |
| I support council extending the cycle ways to get more vehicles off the road and make it safer for families to travel by bike. My children use the cycle lanes to get to school and visit their grandmother. I use the cycle lanes to commute to work and to go grocery shopping. | 249.9 |
| Extend the East-West cycleway link! I commute from Nelson to Richmond on my bike each day for work. I am loving the work that has started on the East-West cycle path behind the hospital. I used to ride along Waimea road to the top of Bishopdale hill before cutting onto the railway reserve cycle path. The E-W cycle path makes me feel much safer. I have also noticed more people riding and assume this might be due to the investment in this infrastructure. If you are serious about decreasing car congestion you need to provide viable/safe transport alternatives to car commuters. The E-W cycle path linking onto the railway reserve is a good example of this. | 273.7 |
| The accessibility of active transport and the access to the outdoors through walking/biking tracks are two things I really value about living in Nelson. To maintain this, that I strongly support investing in extending the east-west cycle link and securing recreational access to Ngati Koata land. | 291.11 |
| Extend East-West Cycle way link | 293.12 |
| Also continue the east west cycle trail currently underway near the hospital. Ngā mihi maioha Gerry Dysart | 324.4 |
| Reducing congestion and carbon emissions should be priorities for NCC. Given that Nelson has best weather in NZ so is great for cycling, there needs to be good cycle infrastructure going East West. Every extra person on a bike is one less car on the road = less congestion and less CO2 emissions. I thereore urge NCC to prioritise the East West connection, Wellington CC has been doing a great job of fast tracking cycle ways, and Nelson needs to do the same. | 353.11 |
| Continue developing the infrastructure behind cycle pathways to make it a safe city for our kids to cycle to school. | 376.6 |
| Extend East-West Cycle way link (acknowledging a conflict of interest in this comment as I have worked on preliminarily engagement activity relating to this project) - I fully support the development of the East-West active transport link. While I am a regular user of these streets the benefit to the thousands of children (including my own) that move through this area every day is of the highest importance - we need to do our best to create safe, welcoming and convenient active transport routes past our schools (not to mention Nelson Hospital and NMIT which this route will also service). Encouraging children to walk, ride, scooter to school (and giving their parents the confidence to allow them) will be a of huge benefit to reducing the stress on our transport system at peak times as well as improving health and environment outcomes. This missing connection in our network is vital. | 412.11 |
| I would like to see the council continue to invest in bike and walkways through the city (east west corridor and Rocks Road in particular), | 500.13 |
| We support additional funding to make Waimea Road safer for cyclists and pedestrians, especially between Franklyn and Motueka Street. This area in particular is heavily used by pedestrians, but the margins are very narrow for pedestrians and cyclists making footpath and margin users vulnerable to traffic. However, most of Waimea Road from about Station Reserve to the central city should have funding allocated for development of a dedicated and protected cycle lane. The specific section between Franklyn and Motueka Streets requires infrastructure that will assist in making it safer for cyclists and pedestrians. Currently crossing from the Braemer campus to the main hospital side of the road is extremely dangerous as there is only one small road island adjacent to the hospital and one crossing point further away at the lights of the Motueka Street/Waimea Road intersection. Other traffic calming measures could also be beneficial here. | 525.7 |
| Consideration should also be given to extending the east west cycleway network. The cycling infrastructure on the east side is good but there is no real great way to get across to the west side of Nelson central. | 608.5 |
| This submission is in support of the East-West cycleway link. My family lives in The Brook and for many years our daughter travelled by bike to Hampden St, Nelson Intermediate and then NCG. We much prefered for her to travel by bike, but were very aware of the safety and connectivity shortcomings for active travel from one side of Nelson to the other. Enabling kids to get around by foot and bike is so important for their sense of independance and for keeping them fit. Expecting them to mix with vehicles on prime routes to schools is counter to any feeling of safety (usually experienced by parents much more than the kids themselves) and creates the situation where more parents insist on driving their kids to school; thereby excerbating the issue. We all know how much less hectic the morning and evening peak traffic flows are during school holidays.....one reason being that so many adults drive their kids to school, often within relatively short distances from the school grounds. Having safe and direct separated facilities is needed to provide real alternatives to the vehicle school drop-off. | 657.13 |
| Also there was no mention of the cycleway extension in the questions, that is very important to many people, why is it not mentioned? | 690.6 |
| Extend East-West Cycle way link I support the continuation of the East-West cycle way. This will help make it safer for our kids to commute to school. | 698.11 |
| Extend East/west Cycle way link - yes, biking safely is a top priority for how Nelson should be able to get around. There isn't a magic solution to curing traffic except making it so safe and compelling for them, adults and kids, to get out cars and on bikes. I haven't reviewed the routes too closely but I would urge you to make sure there is clear and consistent connectivity for the cyclist routes as then come and go into the facility. | 773.13 |
| I support the continued development and maintenance of cycleway infrastructure. In particular The east west route including a better ramp of the rail reserve onto Tipahi Street | 774.7 |
| YES: Extending the East-West Cycle link will be a huge improvement for an already well-connected town. There is a real barrier for those wanting to cycle in that there are several junctions and stretches of road that feel very unsafe. I really want to spend my rates to see this go ahead. I already cycle almost everywhere and I want other people to enjoy not being in a vehicle too! It's fantastic to see so many people in Nelson getting around by bike. Let's up the ante!! | 781.11 |
| ****East west cycleway When the 30 km/hr city speed limit is introduced safety for cyclists will no doubt improve. It appears to be one of those "nice to have" projects --- not really necessary given the cost, and as far as benefits for public health is concerned there would hardly be a measurable improvement | 828.13 |
| East-West Cycle link - yes please keep working on this. | 851.8 |
| Extended East-West Cycle Link Until the second part of this link is completed, the full benefits of the work already done won’t be realised. We need all of the schools along this route to be safely accessible by bike, so that parents will be willing to allow their children to bike to school and so reduce emissions and congestion and improve public health. I agree that the East-West Cycle Link be extended, from Waimea Road to the eastern end of Nile Street. | 878.4 |
| D. East -West Cycleway I support. As a cyclist hope this can be implemented ….and in time become off-road for safety reasons. An East-West cycleway supports those cycling to both colleges, Nelson Intermediate and to work at /near the hospital. A cycleway would encourage more cyclists and assist in reducing congestion and emissions in that area. | 882.14 |
| Please extend the East-West cycleway & improve cycling/ walking infrastructure around schools so less students are driven to school. | 883.10 |
| Extend East West cycle way link NPHS Te Waipounamu fully supports the creation of an active travel link from the Maitai/Brook areas in the east to the Railway Reserve corridor in the west. This project would improve the cycle connections across the city and address safety for cyclists using the route. It is pleasing to see the route encompasses five schools and NMIT. Funding for more cycle connections should be prioritised, particularly with the funding for a shared pathway along Rocks Road removed from the draft Government Policy Statement on Land Transport. Active transport increases levels of activity and have multiple positive health outcomes, including mental health and wellbeing. | 887.11 |
| ● Support East-West corridor for cycling | 946.7 |
| Extend East-West Cycleway Link The Trust supports the extension of a travel link from the Maitai/Brook area in the east to the Railway reserve corridor in the west. The Railway Reserve is heavily used by those commuting to school and work as well as by recreational cyclists. Providing a full east-west link will encourage more people to cycle to work and make it safer to connect to/from the Railway Reserve. There has been a 12% increase in use over the past three years and 42% increase over the last five years of this section of trail. The Trust supports the extension of the East-West Cycle Way link, even if funding support from NZTA is reduced or withdrawn. Such a project is considered to be a vital component of a coherent cycle network with significant benefits and highly consistent with the declared Community Outcomes. See submission attachment for graph. | 956.6 |
| TRANSPORT: prioritise the East-West cycling corridor, | 978.11 |
| Extend East-West Cycleway Link I support this project, but feel we need to be more holistic in our thinking about the project. We should be thinking about the new hospital as an opportunity to create a Medical Innovation Precinct around the hospital, to off-load through traffic from Waimea Rd into a multi-story park-and-ride carpark structure and to create a boulevard connection between this precinct and the CBD that extends this cycleway right into the CBD. Our biggest employer (based on staff in the region and budget – the DHB/Whatua Ora) should be better connected to the CBD by cycleways, by micromobility, by pedestrian walkways and greenways, and by high-frequency public transportation (like an autonomous tram traversing this boulevard alongside the cycleway into the CBD). We must be more holistic and ambitious in how we conceive this cycleway project. | 982.14 |
| We support development of any active travel options through safe provision of walking/cycleways. These not only provide the health benefits of being physically active, but also provide many additional benefits such as improved air quality, reduced traffic congestion and reduced carbon emissions. In previous submissions we have supported any options to improve active transport connections from and to the CBD and in the Maitai Valley locality, therefore are extremely supportive of the proposed extension to the East-West cycle way link, acknowledging that the Railway Reserve is a significant active travel thoroughfare. We believe this can further help to accelerate options for more of the community to access a safe space to normalise physical activity | 1027.13 |
| I also support the East to West cyclelink. This would encourage more kids to bike to school. Everything is so close in Nelson that we should encourage biking as much as possible, but its needs to be safe and easy. | 1038.9 |

| 2. Significantly increase investment in active transport and include a budget for Council’s share of the planned walkway-cycleway around the waterfront. Just because the current Government and Mayor don’t support it doesn’t mean it won’t be progressed in the next 10 years. This over all investment should also include getting the East-West Cycle Link built and significantly improving pedestrian and cyclist safety on the city’s roundabouts ASAP. We need to make it safe for all the city’s children to be able to safely walk, ride or scooter to their local school. | 1077.4 |
| I strongly urge the council to create the much needed East West cycle links across the city. | 1082.7 |
| I strongly urge the council to reduce speed limits on our urban roads to 30km/h and to create the much needed East West cycle links across the city. | 1082.8 |

| I also strongly support the East-West cycle link. We are a family of four with two young kids (one and four) and we are trying hard to remain a one-car family but it's hard to safely get around and this would make a big difference. | 1221.11 |
| Also, the implementation of the active travel and nellson future access work needs to be prioritised, including the east west cycle connection and cycle facilities in the stoke Foothills connecting to the Railway Reserve. | 1244.11 |

| Mountain biking, along with other recreational activities like walking & running are vitally important to our health and wellbeing and helps us be more connected as a community Mountain biking is part of our social fabric and identity in Nelson and Tasman. I coach mountain biking skills and e bike skills to children and adults from 6 years old up to 82 years old. Across all walks of life and skill levels. Mountain biking and all other cycling brings huge value directly and indirectly to our economy. OUr trails are hugely important as a draw card to this region. People come from around NZ and the world to ride and experience our unique trails. Recently I guided a gentleman from USA on the coppermine trail. Also Canadian visitors around the Codgers Mountain bike park. All commented on the uniqueness of our parks here in the Top of The South. Nelson is recognised as being a world class mountain biking destination. We need Nelson City Council to urgently prioritise negotiations with Ngāti Koata for long term access to these areas. Id also like to extend my support to extending of the East-West Cycleway Link. For all the reason above- providing ease of access on cycleways for our Children and community members is vital. | 1447.5 |
| we strongly urge Council to invest in this initiative to increase active transport options for the community, with all the concomitant benefits. We urge Council to continue to increase and upgrade its entire cycleway network and walking path network to facilitate as much active transport as possible. | 1474.22 |

| We would like to see improvements made to the Atawhai cycleway between Clifton Terrace School and Corder Park. About 300 children attend Clifton Terrace School and most live within 1.5km of the school. However, many parents view that it is not safe for their children to walk or bike to school along the cycleway/footpath. A few simple improvements could change that. We have identified three areas that parents view as the most unsafe; No.1 Marybank road crossing, No.2 ‘The narrow bit’ south of Marybank road and No.3 The section outside St Peter’s church where there is hardly any demarcation between the road and cycleway. (please see attached document for photos) There is nothing we can do about the busyness of SH5 but some simple changes would offer more protection to children walking and biking to school. There have been no improvements to the Atawhai cycleway since it’s designation many years ago. Improvements benefit not only children but also the residents who use the footpath/cycleway for commuting to town and exercising. There are now several low cost, low risk infrastructural possibilities which have been utilised around Nelson that could also be utilised on the Atawhai cycleway. Recently I counted traffic for 6 sessions before and after school at the intersection of Marybank road and SH5. It’s not so much that Marybank Road is SUPER busy (approx. 2.5 cars per minute) but more that the highway is SUPER busy (1 car every 4 seconds in the mornings) and the drivers turning into and out of Marybank (which is 20% of them in the afternoons) are very focused on doing this quickly for their own safety. The crossing of Marybank Road on foot or bike is a complex one that adults need to have their wits about them to negotiate, let alone children. It is, in our view, only by luck that a child hasn’t been hurt or killed here. I ride to and from school with children on bikes and I have been surprised by the errors of judgement exhibited by both drivers and children attempting to cross. Why should we just wait until there’s an accident before making safety improvements? A simple pedestrian refuge in the middle of Marybank Road would make a HUGE difference. We urge council to add the making of safety improvements to the Atawhai cycleway into the Long Term Plan. We look forward to sharing maps and more photos with you when we present this submission in person. | 1490.2 |
| I support the allocation of funding towards the East-West Cycle Way Link and furthermore strongly encourage council to provide funding to extend the Atawhai cycleway to the Glenn. The section of road between Clifton Terrace School and the Glenn is extremely dangerous for cyclists and pedestrians and there have been serious accidents and fatalities on that stretch of road. Extending the Atawhai cycleway will provide much needed safety improvements and also encourage those living to Nelson’s North to undertake more active transportation. | 1491.6 |
