Emotion Chart

The feedback from residents regarding the Marina CCO proposal in the Long Term Plan for Nelson City has highlighted several key themes and recommendations:

  1. Priority of Multi-Use Sea Sports Facilities: One resident emphasized the importance of prioritizing the development of multi-use sea sports facilities at the Nelson Marina. This suggests a strong community interest in enhancing recreational activities that are water-based.

  2. Funding Concerns and Structure: Another submission expressed approval for the establishment of the marina CCO but raised concerns regarding the funding model. The resident objected to the funding through Council borrowings, suggesting instead that the marina should be self-financed either through its own debt or by selling long-term tradeable leases for berths. This reflects a preference for a financial strategy that minimizes the burden on the council and potentially on taxpayers.

  3. Support for Marina Activity Changes and Connectivity: The third comment strongly supports the proposed changes to marina activities, aligning with recommendations from the Top of the South Spaces and Places Plan. The resident highlighted the development of the Sea Sports centre and the integration of the marina with the city’s existing walking and cycling network. This support is based on the benefits of active travel options, such as improved health, air quality, reduced traffic congestion, and lower carbon emissions.

Comparison of Viewpoints: - While there is a consensus on the development and enhancement of facilities and activities at the marina, there is a clear divergence in opinions on how these developments should be funded. The concern about using council borrowings suggests a cautious approach to financial management, preferring that the marina operations be financially independent.

Recommendations for Council Consideration: - Assess the feasibility of alternative funding models for the marina developments, such as the sale of long-term tradeable leases, to address financial sustainability concerns. - Continue to prioritize the integration of the marina with city-wide active travel networks to enhance recreational and health benefits for the community. - Consider the community’s strong support for the development of sea sports facilities and ensure these are prioritized in the planning and execution phases of the marina upgrades.

This summary should assist the council in understanding the community's perspectives and guide further discussions and decisions regarding the Marina CCO proposal.

Comment: Please ensure the multi-use sea sports facilities are a priority for the Nelson Marina. 221.4
Comment: I’m also pleased to see the marina CCO set up except it should be a full CCTO. I object to it being  funded through Council borrowings. The marina should be required to fund itself from its own debt  or from selling long term tradeable leases for berths – just as many other marinas have been  funded.   941.3
Comment: We continue to fully support the proposed marina activity changes as they are consistent with recommendations made in the Top of the South Spaces and Places Plan. We support the best option to develop the marina to provide opportunities for safe development of the Sea Sports centre to increase recreational opportunities. The plan to connect the Marina to the City’s existing walking and cycling network is consistent with our support of any active travel options through safe provision of walking/cycleways. These not only provide the health benefits of being physically active, but also provide many additional benefits such as improved air quality, reduced traffic congestion and reduced carbon emissions. 1027.8
