I moved to Nelson with my partner after having enjoyed the trails with a good friend who'd moved here 3 years earlier. For people such as myself MTB is a lifestyle 'hobby'. I've been privvy to 2 other regions in NZ where both access has been progressively eroded (Woodhill) and where access has been maintained and enhanced (Whakarewarewa). The difference could not be starker between the two. Rotorua from where I grew up (Whakatane) had been very depressed, through tourism and mountain biking activities has greatly influenced the town. MTB'ers from all over NZ and around the world travel to Rotorua as a world class destination. MTBers are good for the town - spending money on accommodation/food/entertainment when not out riding. Partners and families spend when their other halves are riding. Through Covid it anecdotally kept the town alive, you'd go down for a weekend and there would be thousands of riders. This has only come about because of Rotorua Trails Trust and the partnership with the local iwi. Further facilities and employment opportunities for the town grow out of it as a result. Across 10 years of riding in Rotorua it was amazing to see what was springing up as a direct result of MTB’ing (Ride Rotorua, new shuttle service, second parking area, trails being built, hot tub facilities) People enjoy going to Rotorua. Woodhill by the other token has become a less attractive proposition - continual fee hikes, erosion of facilities and general traffic woes literally was the deciding factor for us leaving Auckland. It was no longer enjoyable to drive 2-2.5 hours , for 2 hours of ride time, on the same trails over and over. Not one person I talk to enjoys Woodhill. Nelson has the best trails in the country. I've ridden in NZ, Canada, USA, Peru. Nelson is a world class destination - with trails that you can finish on, and in 5minutes be at the Freehouse. It's home base for epic week of riding - you can do local trails, go to the Gorge, and do the Old Ghost Road. There's mountain bikes everywhere, this city has an incredible (visible) ratio of bikes per capita. On the trails you'll hear accents from different lands constantly, either Australians on school holidays or someone out from the States. Every one of those riders have come here for the trails, and you know everyone on of them is spending an easy $2000/week here (I wouldn't be surprised on average more like $4-5000/week). That's all money injected into the local economy. If Nelson loses the majority of it's trail network people like me would not move here, kids will get bored, the town will lose out on tourism revenue & resulting employment opportunities. The list goes on. Moreover I think it would be also create a divide in the community in a time, where bridges have been built and need to be maintained. People have spent untold volunteer hours building the network, along with fees to gain access. To that have that removed I imagine would be a very bitter pill. Given discussions as I understand it have been ongoing since 2020, I don't think both sides understand how important this is to the town. It's hard to imagine if you're not a mountain biker, but if you are, it's quite clear to see, Nelson is one of a short list on the worlds MTB'ing hotspot destinations. "Thank you for moving here, the town needs more like you". I go back to this comment, this is by one of the local business owners of a notable business I had on Sunday. He told me this at the local 'Cars and Coffee' meetup - as I've got a software startup that I'm building here, we were featured on an international podcast and he heard me mention I was based in Nelson. His words were (paraphrasing) "We need tech companies like yourselves here to give our young people opportunities and something to lookup to outside of the usual employment paths" So there's a direct example of 'Nelson's MTB scene leading to someone moving towns, bringing their business with them, and hopefully providing employment opportunities in the future' |

I understand that mountain biking currently contributes less than 3% of the total GDP of Nelson, but I believe that the potential benefits, both economic and non-economic, warrant further consideration. 1) Economic and Non-Economic Benefits Mountain biking is more than just a recreational activity; it is an industry that can bring significant economic benefits to our region. According to the recent update study conducted by BERL, the current value of mountain biking in our region is estimated at $15.5 million per year. This figure is expected to grow to $39.5 million in GDP and create 538 full-time equivalent jobs in ten years. In addition to the direct economic benefits, mountain biking can also bring non-economic benefits. It can enhance our community's reputation as a desirable place to live, work, and visit, attracting new businesses and investments. It can also improve the quality of life for our residents by providing outdoor recreational opportunities, which can have health and social benefits. 2) Investment Scenarios Given the potential benefits, I recommend that the city council consider investing further in the development of mountain biking in our region. The exact amount of investment will depend on various factors, including the specific projects and initiatives that we decide to pursue. However, considering the projected growth of the industry, an investment in the range of $1-2 million annually could be a starting point. This could be used for trail development and maintenance, hub infrastructure, marketing and promotion, and other initiatives to support the growth of the industry. 3) Priorities for Investment To maximize the return on investment, I suggest the following priorities: Trail Access, Development and Maintenance: This should be our top priority. High-quality trails are the foundation of a successful mountain biking industry. It is with considerable dismay that I note that the current NCC access agreement with Ngati Koata to the regions most significant mountain biking trails networks is due to expire on the 30th of June of this year. We should make securing ongoing access to these trail networks a matter of priority as well as investing in developing new trails and maintaining existing ones to ensure they are safe and enjoyable for riders of all levels. Marketing and Promotion: We need to effectively market and promote our region as a premier mountain biking destination. This could involve developing a strong online presence, attending trade shows and events, and working with travel agencies and tour operators. Support for Local Businesses: We should support local businesses that cater to mountain bikers, such as bike shops, rental services, and tour operators. This could involve providing training and resources, facilitating networking and collaboration, and promoting these businesses as part of our marketing efforts. Community Engagement: We should engage our community in the development of the mountain biking industry. If not secured then Community Assets of around 80% of Nelson’s trails which are on, or accessed through, land owned by Ngāti Koata will be lost. These trails are essential community assets that provide opportunities for outdoor activities like walking, running, and mountain biking which is my passion along with 3000 other nelson mountain biking members. Let’s not forget the loss of the tourism draw. These recreational areas are not only valuable to us locals but also attract tourists from around NZ and the world. Nelson’s mountain biking trails are renowned for their diversity, accessibility, and high international standards. They contribute significantly to the local economy, generating millions of dollars in spending and supporting jobs. Here is a quick web search of what has happened over the past year that used this land: Mammoth Enduro, Mid-Winter 6hr and Mini-MTB Series, Spring Super D Series and XC Series, And the NZ MTB Rally which attracted riders from around the globe- ( which many return to ride our trails after the event ( petty access to the Sharland forest was closed!! https://www.facebook.com/nelsonmountainbikeclub/photos/a.212814005434665/4934077903308228/?paipv=0&eav=AfaYWCVYNLb-G5Xurk9qgr8lVObmS_QJbUDymzDDkeIJgQkOnDapw4iRFBGYL1iIz7I&_rdr ). It is well known that Ngāti Koata has been managing recreation on this land for years, ensuring that people can enjoy it which must be celebrated. However, this responsibility is a financial burden for them, which must be addressed and reviewed in time. Consideration should be given reviewing how Mountain biking plays a significant role in Rotorua’s economy and how their approach to work together benefits everyone. I found this online which highlights the benefits. [ A recent report commissioned by RotoruaNZ assessed the contribution of mountain biking to the Rotorua Lakes Economy. Here are some key findings: 1. In 2021, $103.4 million was spent in Rotorua by visitors who came solely for mountain biking. 2. Visitors who mountain biked while staying in Rotorua for other reasons contributed an additional $36.4 million, resulting in a total contribution of $139.8 million to the local economy. 3. Approximately 1,153 jobs in 2021 could have been supported by mountain bike visitors’ spending, with 853 of those jobs directly related to people whose primary purpose of visiting was to mountain bike. 4. Despite the impact of Covid-19 border closures, the report suggests that once international visitors return, the total number of people participating in mountain biking in Rotorua could rise from 154,170 in 2021 to 219,956 in 2026, with spending increasing from $139.8 million to $213.4 million2. Investment in mountain biking infrastructure, such as the Te Pūtake o Tawa Mountain Bike Hub, has not only benefited the local economy but also provided opportunities for private sector investment in previously undeveloped and inaccessible locations for mountain bikers ] If that isn’t enough of a reason why losing long-term recreational access on Ngāti Koata land doesn’t only disadvantage the outdoor enthusiasts and mountain bikers, it will have a significantly economic loss to the community. I am honestly at a lose of why this is still being discussed. Why are we not celebrating the beautiful area we get to live and play in how the council / community and Ngāti Koata have worked together to provide the best place to live in NZ ? One of the big attractions to Nelson for me, was the abundant access to very good mountain biking. Now having lived in Nelson for 6 years, I ride my mountain bike 3-4 times a week, work part time as a mountain bike skills instructor, volunteer to dig and maintain mountain bike trials regularly and spend most of my social time enjoying the social connections with the many, many like minded mountain bikers in our community (many of whom are highly educated and motivated individuals. Many of these people could have higher paid positions in the bigger cities, but have chosen Nelson as their home due to the awesome mountain biking the region has to offer. Being a mountain biker, I also know bikers who live in other parts of New Zealand and the world and it is true that Nelson is fast becoming known for it's world class mountain bike trails. We have many friends who come and visit us to ride every year. Some stay with us, some stay in local accommodation and all enjoy the aprēs bars and restaurant around the city as well as supporting local shuttle services, markets, supermarkets and local retail outlets. I realise that I am just one person living in Nelson, but I believe my experience is mirrored by many Nelsonites and that the mountain biking is a huge attraction to the region. I have also ridden most of the other mountain bike trails around New Zealand and in my opinion, Nelson is second to none. Nelson mountain bikers know how lucky we are to have access to such amazing and abundant trails and are hugely thankful to Ngāti Koata for access to land and trails. My request is that Nelson City Council recognise the value of mountain biking access to our region - not just financially, but in terms of the physical and mental health of many people - bikers and walkers, but also the greater vibe and attraction of the region as a great place to live and bring up a family! Nelson City Council - can you please let Ngāti Koata know how much we love having access to the wilderness and prioritise negotiating a long-term land access agreement with the Ngāti Koata land owners. 2. Access to Ngāti Koata land (Sharlands Forest) from Atawhai I am a resident of Dodson Valley in Atawhai. On Koura Road there is a narrow strip of land lying on the true left of the Koura Road stream that is owned, but not currently maintained by Nelson City Council. A small group if residents use this strip of land (understanding that use is at our own risk) to gain access with permission to a private property (141 Dodson Valley Rd) for valued exercise and dog walking. The owners of 141 Dodson Valley Rd kindly allow access to their land and are open to an access track connecting with the Ngāti Koata land at the top known as Sharland's Forest. Now how incredible would that be having an access track connecting Atawhai to the Maitai Valley? Prior to the completion of the Koura Road subdivision there were a lot of people in our community walking and accessing the hill country via Farleigh street. This all stopped when access was cut off by new Koura Road subdivision. I know that I speak for many of the residents of Atawhai and Dodson Valley in saying that a track connecting the two valley's would be a huge asset to our small community and provide opportunities for exercise, health and wellbeing from our doorsteps and safe and approved access to Ngāti Koata wilderness. The track would also improve access to week and pest control (which if such a track existed - I would be happy to help with!!). |

I've done cool things like representing New Zealand, winning a world championship, and meeting my wife and a great network of friends. I also started a business in Nelson that has been running for nearly 19 years and has given jobs to other Nelsonians. Mountain biking is really important to me. Now, my kids are reaching their teens and are embarking on their own journeys in mountain biking. Mountain biking in Nelson has come a long way since those early years the years. Thanks to the club and trail builders, Nelson is now a top destination for mountain biking and has earned the International Mountain Bike Association, Gold Level Ride Centre status. But there's a problem we need to fix.The issue of frequent trail closures is a significant barrier for both locals and visitors alike. For those traveling from afar, the uncertainty surrounding trail access can be a deterrent, impacting their decisions to choose Nelson as their destination. The 2023 BERL Nelson Mountain Biking Economic Study (1) underscores the immense economic potential of mountain biking for our region. With the capacity to generate $48.8M in direct spending, we stand on the brink of substantial economic growth. Yet, due to current access limitations, we are falling short of realizing this full potential, missing out on $18.5M in revenue and 164 FTEs. The BERL report named three factors that had negatively impacted growth in the economic contribution of mountain biking in recent years, they were Covid 19, the flooding in August 2022 and forestry closures. We can’t do much about Covid or flooding. Let’s make sure we don’t mismanage forestry closures. The 2023 Economic Impacts of Mountain Biking in Production Forests in New Zealand report (2) found Rotorua, the only other Gold Level Ride Centre in New Zealand, earned $111 million of direct spending by mountain bike tourists. This is what it looks like when mountain biking is done well. Securing long-term access agreements is essential not only for economic prosperity but also for the well-being of our community. Beyond financial gains, our trails offer invaluable health benefits and foster a sense of connection to the land and each other. In light of these considerations, I wholeheartedly endorse the pursuit of a long-term access agreement between the Council and Ngāti Koata for recreational land use in the Maitai Valley. Such an agreement would provide much-needed certainty for residents, visitors, and event organizers alike, ensuring that Nelson realises it’s potential as a premier destination for mountain bike enthusiasts. Summary of key points: The Nelson region is one of six gold standard riding regions in the world as recognised by the International Mountain Biking Association. NMTB Club surveys and the economic impact studies have shown that our trails are hugely important and highly valued in Nelson Tasman for visitors and the local community. Mountain biking in Nelson was recently estimated to have potential value of $49m direct spend for our local economy on the basis of full access – and that’s not counting the wider economic benefits such as the many skilled workers who choose to live here because of the quality of the trails! The 2023 economic impact study showed that Mountain biking contributes 566 jobs to our region. The Sport New Zealand’s Active Recreational Survey shows that participation in mountain biking amongst the Nelson population is 20.5 percent, while in Tasman it is 20.8 percent. These rates are almost three times higher than the national average of 7.7 percent Data from riding apps (such as Strava) show riders movements and the most frequently used trails are on Ngāti Koata whenua. Mountain biking is part of the social fabric of Nelson, it builds community and is part of our identity. Mountain biking is important for our health and wellbeing and helps us be more connected as a community. Numerous studies have shown that mountain biking can support mental health by promoting mindfulness, to be present in the moment and through connection with the local environment. The Nelson Mountain Bike Club hosted 34 distinct events over the past year, 67% of which were using Ngāti Koata whenua. The land around Groom Creek Road and the Arboretum is the most favourable for beginner grade trails due to the topography. Building Trails of this nature is in alignment with the out and about strategy. The trails in question are all rideable from the CBD which makes them the draw card for bringing people into the CBD. Securing long-term access will give all parties, including council, iwi, and NMTBC more certainty. Secure recreational access is an integral part of the council’s Out and About strategy. For NMTBC, secure long term access will significantly improve our ability to seek long term funding from external sources, which will support our vision of Nelson being an exceptional place to mountain bike. The club can grow and develop, with a vision to expand our trails, expand our events calendar, increase participation, and in collaboration with NRDA promote the region to increase visitors to enable economic growth. |

We have so much to gain! Nelson is recognised as a world class mountain bike destination, by the International Mountain Bicycling Association, without access to Ngāti Koata land we will lose access to about 80% of the trail network. We will have the largest sports club in New Zealand with no where to recreate in the Nelson City Center. I currently work as an administrator contractor for the Nelson Mountain Bike and have relied upon this job as my primary source of income for over 4 years. This submission is my personal submission, not that of the Nelson Mountain Bike Club. I moved to Nelson 15 years ago 100% because of the amazing outdoor opportunities our region has. When I first moved here, I wasn’t a mountain biker but overtime (and three children later) I now ride 2 or 3 times weekly. Having access to the trails, on the discussed land, allows me to keep physically fit, mentally well (as I need to escape the city for my wellbeing), it allows me to make and build relationships with likeminded people and it connects my family. My husband rides a few times a week, my eldest daughter (13) rides 4 or 5 times a week. My younger two daughters (11 & 9) have just started venturing onto Ngāti Koata land, they are loving the challenge and new trails opportunities. Together we ride every other week as a family. The mountain biking industry provides me with income, and I see firsthand through my work what mountain biking means to our region. I see the passion, enthusiasm and determination of riders at events (most of which are on or accessed via Ngati Koata land). I interact with businesses all over our city who also rely on mountain biking remaining strong in our region for their income; bike shops, café, bars, restaurants, accommodation providers to name but a few. I know how hard the Nelson Mountain Bike Club has worked to build, develop and maintain the trails on Ngati Koata land. To lose access to them would be devastating. I believe that the impact of this land access agreement will be monumental. If the access agreement is secured, we can grow mountain biking in our region, build new trails, improve safety and maintenance of current trails, encourage more national and international visitors to come to our region and create a positive and progressive mountain bike community. On the other hand, if we lose access to this land the impact will be felt throughout our whole region physically, mentally and financially. Please make this land access agreement a priority so we can move forward. |

It has largest active club membership of any activity, anywhere in NZ. Hundreds if not thousands of Highly Skilled professionals relocate to Nelson every year (often taking a significant pay cut) because doorstep access to these trails really is THAT important to them that they will uproot their entire lives to be here and to access them. I have worked all over the world in developing MTB destinations for 25 years and I can tell you categorically that Nelson has the strongest, best and most active MTB community in the world. Period. This aside, the commercial potential for MTB tourism in Nelson is truly huge (for a city of our size) - one only needs to look at Rotorua, or at Derby (Tasmania) to see the economic and social impact that we are truly on the cusp of realising here in Nelson over the next 3 to 5 years. However, we are truly also on the cusp of a mass exodus from Nelson. The current status quo of uncertainty around access to these trails, really has reached a crescendo. You can beat a dog only so many times, before it bites you! The MTB community here feels angry, ignored, and resentful and I fear that we are almost at a tipping point that will go past the point of no return, if this situation is not resolved permanently, and soon. To be clear, we risk permanently destroying the tourist value and social coherence that has developed around access to this res ource - once we have destroyed it, it cannot simply be revived overnight. Finally, as an event organiser myself, with the deepest regret, as things stand I do not envisage further investing time and money in bringing $2m+ events to Nelson - not whilst the level of uncertainty about trail access, remains as it is. I write with a bitter taste in my mouth, having come extremely close to late cancelation of a recent event at a loss to my company of several hundred thousand dollars - this cancelation was directly due to the access issues inherent in this discussion and that I hope would be resolved if a long term agreement could be reached. As an organiser, once I turn my attention to another location, this is a long term decision and not one that I would likely revisit, should this issue eventually be resolved a few years down the line from now. This needs to happen NOW. |

This number all rely on the land access provided by Ngati Koata which can be removed instantly. Many people often internationally come to ride these mountain bike trails which represent a world class facility and many thousands of volunteer labour and community spirit in their construction and maintenance. I personally have spent nearly a decade riding and digging in these forests. DiVAS is an example of this being a trail I built in my last year of college while studying a Nelson College for Boys. I learnt how to write a trail proposal and developed my skill and craft as a trail builder while doing so. Now the trail has been ridden and enjoyed by hundreds of people and i have seen the next generation be inspired by the features i built over six years ago, both in riding them and building them with me when on organised maintainence days as part of the club. This is but one feather in a huge network of trails which have the same story of different peoples passion for sharing the love of digging and riding in such valuable green spaces. It has also taught me the value of hard work and a longterm dedication to a goal. This being digging for months in the dark and cold of winter to finally ride that completed trail which i would not be able to have if i did not have that recreational access to forsests close to town. I think that ensuring this access and oppurtunity for younger generations is safe guarded is really important and something worth consideration by those responsible for delivering community recreation access. Another key aspect of these trails and areas is the economic benefits provided for local trail building businesses. There are multiple trail building companies based in the Nelson region that all rely on these areas for work and income, myself being one of them having worked as a trail builder professionally for a few years. If the club cannot access these areas then there would be a significant reduction in commercial work opportunities, meaning that many people lose out on jobs and income. The maitai valley also presents an excellent oppurtunity to develop and further extend the already stellar recreation assets which could be further built on if access was secured for public use. |

This is because of the great number of mountain bike trails that are situated on Ngati Koata land. Currently, Nelson is widely considered one of the best mountain bike destinations in New Zealand and one of the better ones in the world, bringing many people from around the globe to Nelson, boosting our economy immensely, and providing a strong incentive for many skilled workers to live in Nelson. It also provides an incentive for more young adults to stay in and move to Nelson, a demographic in which Nelson is greatly lacking. On a more personal note, I love riding my bike, and Nelson holds my favorite trails ever. Even after traveling all over New Zealand and going to some of the most renowned riding destinations in the country, it is something I can do with my friends that makes the most of the gorgeous Nelson bush and scenery. To be quite frank, I don't know what I would do without the extensive Nelson trail network. As I have already progressed far above the grade 3s and 4s that would be left, I would soon get sick of the simplistic trails. It would be hard to build more hard trails as most of the terrain left over would not be steep, rocky, or rooty enough. I would soon become sick of the trails, and one of my main forms of exercise would suffer. This also brings up another major issue in both Nelson and the rest of New Zealand, which is obesity. In Nelson, mountain biking represents an important tool for combating obesity at a local scale. Nelson has achieved many things it can be proud of, such as being home to current national enduro champion Shannon Hewetson, extremely strong XC riders Cameron Jones and Vaughn Watson, and Sam Gale who came 7th at the hardest MTB race in the world, Red Bull Hardline. Nelson has also hosted some of the most prestigious MTB events in NZ. These include the Enduro Nationals, a stop of the national XC series, and the largest enduro in NZ, the Mammoth Enduro. The Nelson trail network is a backbone of a large part of the Nelson community that has given Nelson a prestigious reputation on both the national and international stage, bringing money, skilled workers, friendly citizens, wellbeing, and regional pride to the Nelson community. |

I understand that the current access agreement with them is up for review in June 2024 and with 80% of the local trails on or accessed through their land, if future access was denied, it would be a huge loss to the region. My whānau and I spend lots of time on the amazing trail network around the back of Nelson, connecting with nature and the outdoors, getting meaningful exercise and feeding our mental wellbeing. I was born in Motueka and have lived in Nelson for many years. One of the many things I love about living here and its something I always mention when talking to non-locals about the area is the close access to the outdoors and the amazing trail network on our doorstep. I feel very fortunate to live here. I do know that connection to whenua is hugely important in te ao māori and completely understand if Ngāti Koata felt they were not being fairly considered with the current agreement- all these people (i.e mountain bikers, walkers, runners etc) recreating on their land but not necessarily having the same connection to the land that they (NK) do. I could also imagine that they could say what's in it for them (i.e. allowing public access) and I would also understand that sentiment. However, I would hope that in future they have means to being fairly compensated (maybe not the right term) for the use of their land and that there is a bigger understanding amongst the people who use the trail network of the significance (historical especially) of the whenua to iwi. It would also be wonderful to see more māori (particularly young) having the opportunity to enjoy the amazing asset that Nelson has on its doorstep. An initiative that provides bikes and coaching/riding opportunities for young māori has been succcessful in Rotorua (I think it was Rotorua)- would be great seeing something like that here. I do hope that council and Ngāti Koata can agree on an arrangement that is beneficial for everyone- there is so much at stake, but also so much to gain with a good long term agreement. Nelson is fast becoming a national and international" destination " for mountain bikers. It has been awarded a 5 star rating by the IMBA ( international Mountain bike association ). Nelson has attracted UCI affiliated races recently and has been a popular choice for national races ( down hill and cross country ) over the past few years. With continued access to trails and continued engagement with New Zealands largest mountain bike club I believe Nelson could be an international destination, this can only be achieved by continued co-operation with Ngati Koata. The Nelson mountain bike network attracts visitor from beginners to expert and elite riders. This unique mix of both beginner to expert trails means there is something for everyone, making Nelson a real destination for families to professionals. This in turn feeds our town as they provide huge economic benefit to the area.... Employing more people and encouraging more businesses to develop. Mountain biking is part of our culture in Nelson, it is one of the reasons I moved to Nelson from Auckland 12 years ago and I have never regretted the move. I believe we have a unique hands on approach to the trail building and there is a real love of trail development and riding here which is hard to find elsewhere. As a local Dr I feel very passionate about activity and cohesiveness within exercise groups. I can see the enormous health benefits in having free and open access to the tracks and therefore improved cardiovascular and mental health. Diverse groups connect when they ride, Children are able to get out and ride every afternoon after school , and in the weekends... It does make me extremely happy that this is hours being in nature, exercising and being away from screens. While we are facing a childhood ( and adulthood ) epidemic of obesity I feel early freedom to safely navigate the tracks around the CBD provides all children and teenagers a natural playground in which to connect, exercise and problem solve. There is a fantastic village culture of riders who are inclusive and down to earth and certainly in our family we would ride in codgers / Sharlands about 5-6 times a week this is both as part of school activities and with the local club. Thank you for making the right choice in facilitating this for the future of Nelson. |

My wife as a physician and myself looking after our 4 kids. We are very community minded and part of the social fabric of Nelson and the draw for us to move here was the access to recreation. We find that we use the Ngati Koata lands almost daily for either biking, walking, running and to just escape in nature. The views offered and the feeling of being away in nature are what make these lands so special to us. It is good for our wellbeing both physical and mental. My wife has what would be considered a stressful job looking after our citizens on a daily basis. For her to be able to unwind after work and reconnect with nature allows her to continue doing this. For our kids watching them get outside and play in nature vs being on a phone or a screen is hard to beat. The freeplay that this access allows them is top shelf and is what makes Nelson a great place to raise your kids. Just seeing how many kids are out on a daily basis is amazing. Without the Ngati Koata lands the recreation options for Nelson would be limited to the Grampians, Marsden and a couple of trails in the front part of Codgers. The biking in Nelson would be limited to very few trails. This would change how we use the city, this would involve us having to drive out of Nelson to enjoy nature it would ruin the accessibility of it. Regardless of what form of recreation you are into it is hard not to acknowledge the fact that we are recreating on Ngati Koata land for the most part. Ngati Koata should be compensated for allowing this access so we wholeheartedly support you coming to an agreement with them to secure long term access. These trails and area were a key deciding factor in us choosing Nelson to call home. Many of our friends come from overseas to explore these lands. We strongly support you pursuing an agreement to secure access. This is a great opportunity for Nelson to secure this access and for us to be able to make Nelson an even better place to live. |

Economic impact studies estimate a direct spend potential of $49 million, with mountain biking supporting 566 jobs in our region alone. Furthermore, participation rates among Nelson and Tasman residents are nearly three times higher than the national average, reflecting the sport's deep-rooted presence in our community. The proposed trails around Groom Creek Road and the Arboretum, catering to beginner riders, align perfectly with the council's "Out and About" strategy. Accessible from the CBD, these trails serve as a drawcard for both locals and visitors, enhancing the vibrancy of our city center. However, the majority of our trails are situated on Ngāti Koata land. Without long-term access agreements, we risk losing our world-class status and jeopardizing the economic benefits associated with mountain biking. Securing access is not only crucial for the sustainability of my club but also aligns with the council's goals of economic growth, community well-being, and collaboration with iwi partners. I am committed to working together with the council, Ngāti Koata, and other stakeholders to ensure the long-term viability of mountain biking in Nelson. By securing access, we can further enhance our trails, expand our events calendar, and attract more visitors to our region, driving economic growth and community prosperity. In conclusion, I urge the council to prioritize the negotiation of long-term recreational access agreements with Ngāti Koata for the benefit of our community, economy, and future generations. One of the big attractions to return to Nelson for me, was the abundant access to very good mountain biking. Now having lived back in Nelson for 6 years, I ride my mountain bike 3-4 times a week, volunteer to dig and maintain mountain bike trials regularly and spend most of my social time enjoying the social connections with the many, many like minded mountain bikers in our community (many of whom are highly educated and motivated individuals. Many of these people could have higher paid positions in the bigger cities, but have chosen Nelson as their home due to the awesome mountain biking the region has to offer. Being a mountain biker, I also know bikers who live in other parts of New Zealand and the world and it is true that Nelson is fast becoming known for it's world class mountain bike trails. We have many friends who come and visit us to ride every year. Some stay with us, some stay in local accommodation and all enjoy the aprēs bars and restaurant around the city as well as supporting local shuttle services, markets, supermarkets and local retail outlets. I realise that I am just one person living in Nelson, but I believe my experience is mirrored by many Nelsonites and that the mountain biking is a huge attraction to the region. I have also ridden most of the other mountain bike trails around New Zealand and in my opinion, Nelson is second to none. Nelson mountain bikers know how lucky we are to have access to such amazing and abundant trails and are hugely thankful to Ngāti Koata for access to land and trails. My request is that Nelson City Council recognise the value of mountain biking access to our region - not just financially, but in terms of the physical and mental health of many people - bikers and walkers, but also the greater vibe and attraction of the region as a great place to live and bring up a family! Nelson City Council - can you please let Ngāti Koata know how much we love having access to the wilderness and prioritise negotiating a long-term land access agreement with the Ngāti Koata land owners. |

Mountain biking is an amazing sport that my whole family enjoys, my younger sisters are just beginning to find their love of biking and my parents are venturing all over Ngāti Koata trails. Even with the different abilities mountain biking brings us closer together. If the Council can get a long term land access agreement with Ngāti Koata my family can continue to mountain bike together. Biking has also had a massive impact on my social life allowing me to meet and ride with people I wouldn't have otherwise. I will never forget the amazing memories I have made on the trails with these people. This would not have been possible without access to Ngāti Koatas land. There are many many races throughout the year on Ngāti Koata land. Events are one of the main things that keep the riding community connected, from 7-70 everyone goes and has a great time at these social evening races. It has an amazing vibe with everyone cheering for each other, doing a sport they love, and a bit of competition. Races are one of the main things I remember when I look back on a year and I think it is essential to continue to have these days/evenings. This can not continue to happen without access to Ngāti Koata land. It would be good if Council could purchase the land from Koata Ltd that is attached to the main Codges riding area. This is the hill block that is boarded by the Brook and the Maitai Rivers / Golf Course. It would be good to have continue access to tracks like Hulk'n'hogen, Turners, Firball, the new jump tracks, Divas, Hot box etc.. Negotiating with Koata Ltd for guaranteed long term access to Sharlands (Hira forest) would also be amazing!! I was on the phone to my insurance company 2 days ago, and the person I was talking to said they were looking at moving to Nelson (from Auckland) purely for the Mountain biking in our region. We have so much to offer, and so many people that travel here for riding and racing, I think it is really important to prioritize this sport and to sort out the access issue to the land / tracks for this. Also if the Council is in the position to buy the full hill access from Brook st to 3rd house, so that the full Fringe hill and Coopermine trail is in Council control, that would be a good strategic move going forward as well. lots of people use the Coppermine for recreation - walking / running/ biking / tramping. This would open up opportunities for new tracks to be built on this hill face, and for shuttle roads or gondola access in the future. Nelson has much better (= bigger and steeper) hills than Christchurch or Rotorua, and Gondola access here could leave us with better tracks than Queenstown!! refer to the NMTC for more info on the visitors, jobs and money that biking brings to our region. :) |

As a mountainbiker in Nelson I can attest to the fact that Nelson is recognised as being a world-class mountain biking destination, but we could quickly lose that status without access to Ngāti Koata whenua (land). We need to do everything possible to prevent that happening. Our trails are hugely important and highly valued in Nelson Tasman for visitors and the local community. In have ridden in other places in NZ and can say without doubt that Nelson is the best destination NZ has, and is valued throughout the National & International MTB community. Mountain biking was recently estimated to have potential value of $49m direct spend for our local economy on the basis of full access - and that's not counting the wider economic benefits such as the many skilled workers who choose to live here beacuse of the quality of the trails! The NCC should place a huge value on this benefit to the ratepayers of Nelson. Nelson Mountain Bike Club members have been working tirelessly for the last 35 years to establish Nelson as a world-class riding destination. We need to support that work as ratepayers, for the benefitr of the whole community. Mountain biking is part of the social fabric of Nelson, it builds community and is part of our identity. Mountain biking is important for our health and wellbeing and helps us be more connected as a community. It is an incredibly popular sport for people of all ages, and should be valued by all given the wide range of health and wellbeing benefits. |

Nelson is firmly recognised as a world class trail area but the loss of access to these trails would put significant doubt on the continued growth of Mountain Biking tourism in the region as well as severely diminish the view of Nelson as a Mountain Bike destination globally. Mountain Bikers directly contribute almost $30M into the local economy and there is significant potential for this to grow as long as we have the assets to enable future growth. Without the established trail networks on Ngati Koata land, we would lose not only up to 80% of the trails in the region but a significant portion of the financial contribution that Mountain Bikers make to the local economy, and have the potential flow on effect for numerous businesses within the region that rely on Mountain Bikers for their business, this could mean loss of jobs and likely closing of successful business. For reference the typical demographic of NZ Mountain Bike travellers to Nelson is professionals, late 30's to early 60's with high disposable income (as referenced through what we see at the at the Cable Bay Adventure Park via our sign in process). These people are here usually at least twice a year, for multiple days, to over a week and open their wallets while they are here - they are an easy target market to keep happy, that will keep returning and keep spending as long as we continue to cater to their needs as riders. For the local community these provide a healthy, ecologically sustainable activity that also brings people together and contributes highly to many peoples physical and mental well-being. Their is also a relatively low barrier to initial entry with many schools offering entry level pathways. |

I also support the Nelson Mountain Bike Clubs’ submission on this subject. I regularly ride Ngāti Koata whenua (particularly the Codgers, Matai and Fringe Hill areas). I live in Stoke but rather than ride the nearby Silvan trails I prefer to head to Codgers for most of my riding. I see just how important the trail network is for both the local community and tourism. During the warmer summer months the carpark is often full which tells me there are a lot of people like myself who will drive 15-20 minutes to enjoy the trails. I used to ride in Wellington and the variety of trails there is quite varied. Friends i used to ride with there have made trips over to Nelson to ride our trails as they have a reputation for being a MTB mecca. It's no surprise that mountain biking, in particular, is a great income source for Nelson’s economy. I believe NCC should do what it can to help Nelson retain its status as an iconic biking destination, especially as a large part of the local economy depends on it. I also value the health and well-being values that access to the trail network offers. It reduces reliance of vehicles, and consequential carbon emissions, to get to the trails. It also means mountain bikers spend their money on the city before and after riding. Mountain biking is now part of the social fabric of Nelson, it builds community and is part of our identity. Mountain biking is important for our health and wellbeing and helps us be more connected as a community. Mountain biking, and biking in general in Nelson, is not confined to those of a certain age. I am over 70 and regularly mountain bike in the Codgers, Sharlands and Maitai areas. Mountain Biking is a growing and vibrant pastime with a sustainable long-term future. |

Mountainbiking is hugely popular amongst residents and a key attraction of living here- it is good for peoples physical and mental health, is very close to the city avoiding the need for cars and for more roads for people to access recreation activities, and it brings in significant numbers of visitors and $s into the community. Mountainbiking in the hills around Nelson connects people with the environment and the city, builds communities, and is likely to encourage them to volunteering for a range of activities like track building, pest control, river protection, weeding and planting etc. Mountainbiking includes people of all ages. It is important to note that mountainbiking also includes access to many kilometres of forestry roads (not just purpose-built tracks) which are equally important in terms of exercise, recreation, exploring the outdoors and meets the needs of the many different types of cyclists. Safe gravel roads close to town are important, especially in the winter when many purpose-built tracks are closed. The partnership between Ngati Koata and Local Government is much bigger than mountainbiking - the relationship is foundational to us living together for mutual benefit. It is therefore important to recognise the willingness of Ngati Koata to allow access to their land and their support of mountainbiking to date. It is not unreasonable that Ngati Koata are paid funds to cover the administration to manage access with all its legal requirements including subcontracts, permits, health and safety requirements etc. |

However, via the Nelson Mountain Bike Club I read that the Club will be asking Nelson City Council to prioritise negotiating a long-term access plan with Ngāti Koata. This is super critical to the future of mountain biking in Nelson and the economic benefits mountain biking brings to the region, as around 80% of Nelson’s trails are on or accessed through, land owned by Ngāti Koata. Please do all possible to retain access to these areas. My partner and I are mountain bikers and every year for nearly the past 10 years we enjoy a mountain bike holiday to Nelson, sometimes twice a year. It is the trails that go through Ngāti Koata land and the surrounds that has resulted in us ensuring we get to Nelson at least once a year, and dream about moving there one day. In addition to the good vibes from getting out on the bikes, there is a pretty good economic benefit too. I did a quick check of how much my partner and I spent in Nelson over 10 days at the start of February 2024: $3,989 over 10 days, nearly $400 per day between the two of us!!! Mountain bikers know how to splash the cash and while this can weigh heavy on the pocket, it is to the benefit of communities like Nelson, which we consider to be one of the best places you can mountain bike in the world (and we’ve compared it to the top places in Canada and Europe). Mountain biking in Nelson is the best, please keep it that way! |

The trails that have been built and the terrain available, most of which is on Ngati Koata whenua is an incredible asset that needs to be sustained and treated like the amazing economic opportunity that it is. With 35 plus years of hard work from the nelson mountain bike club and its growing community, it is now estimated that mountain biking could bring in upwards of 49million dollars to our local economy, directly! This would not have been the case without the work and dedication of the local mountain biking (and wider walking and trail running) communities who have put in so much time and effort to build the network that gives us world class status. Without access to ngati koata whenua, nelson loses its world class status over night. It loses the economic, social and wellbeing benefits that have been relied upon by a large sector of the community. And it loses part of its identity that makes this place an extraordinary place to call home. This issue of trying to negotiate a long term access plan has been going on since decmeber 2020. it is time to prioritise access, nurture relationships and continue creating world class recreational spaces that will benefit the community and the economy. |

We, American ex-pats, are surrounded by hundreds of similar age professionals both from NZ and abroad that live this lifestyle. The recreational work and life balance offer of Nelson draws in not only tourists but thousands of working families investing way more in the tax base of this community than Radiata Pine does. Additionally, as a sustainability professional, I know the carbon life cycle capture benefits and other native flora/fauna benefits are numerous from reinstating native bush vs. continuing to let the soil wash away in mono-crop pine forests. So New Zealand and Nelson specifically stands to gain a lot more from promoting native tree species, continued predator trapping programme, etc. and recreational land use to build a healthier environment and economy. To be brutally honest, I'm not sure if living in Nelson for our family is compatible with a community who doesn't fight to maintain access to around 80% of it's trail system, it's that important. |

These trails would also benefit youth attending coaching programs that run on Ngāti Koata land as this help to connect with other kids outside of school both young and old. 80 percent of trails in Nelson are on or accessed through land owned by Ngāti Koata not only are these trails widely available because of the different grades. It is also widely available due to it being close the the CBD further which makes it easier for young people to access without relying on parents. It would be a crying shame for Nelson to lose this access with the amount of money that has been spent and volunteer hours put in to establish this world class riding destination. |

The estimated economic value of $44m (2022) in direct mountain biking related spend, not to mention the wider benefits, underscores the importance of the Nelson trail network to the local economy. The momentum is building – more and more people are travelling or moving to Nelson to be part of the growing mountain biking scene here. It would be a shame to see this momentum stall, or even go backwards, because of land access issues. There are other regions in NZ where access agreements onto private land for recreational activities have been secured. Rotorua is one such example, where all stakeholders (e.g. council, land owners, forestry, commercial operators) have been able to reach an agreement that not only benefits each party, but the region as a whole. Nelson currently stands out as being one of the best places in the world for year-round access to quality outdoor recreation so close to the CBD, and Ngati Koata land is pivotal to this. The lack of a formal access agreement is already likely to be stymying development of additional trails and recreational facilities, as no investment can take place without access certainty. Nelson could and should be holding world class mountainbiking events and trail runs, pulling even more people in to the city from around the world. We are already known for being an NZ MTB-mecca, second only to Queenstown, and to jeopardize this through a lack of action on an access agreement would waste all the hard work over the last couple of decades and potentially relegate us to being just another provincial town surrounded by land that cannot be accessed. This is about much more than money....this is about why we live here. Without great outdoor access, professional active families such as mine will seek a town with that attribute to live in somewhere else..... |

Similar mountain bike towns in New Zealand gain significantly more from this tourism than Nelson, the value of spending in Queenstown was $157.6 million in 2021 and projected to increase to $209.8 million after Covid, Rotorua also benefited from $139.8 million in 2022. Both are significantly higher than the estimated benefit to Nelson. The project would also be significantly cheaper, at around $20 million, than other proposed projects by the council with more benefits. The councils proposed $90 million community hub for example would create few long term jobs and provide no benefit to the economy. A gondola would create a significant amount of direct jobs and indirect and could be the boost Nelson need, with mountain biking becoming ever more popular and the potential to add tens of millions of dollars to the economy every year. I strongly believe that a long lasting, meaningful agreement that allows use of Ngāti Koata whenua for recreational purposes is of utmost importance to the Nelson community as a whole. From the information publicly available, all parties involved are keen to reach an agreement however for whatever reason, none has yet been reached after years of negotiation. It seems therefore that the priority given to this project should be raised, so that the issue can be satisfactorily closed. Nelson has a thriving community and promotes itself as a world class destination for outdoor pursuits and recreational activities. The MTB trail networks in place have been the result of many years hard work from clubs, volunteers and council support, however without a firm guarantee of ongoing access, development of these assets has stalled to the point where we have seen very little in the way of new trails in the past few years. With this stagnation, Nelson runs the risk of falling behind other locations both within New Zealand, and internationally. One of the main reasons that my partner and I moved to Nelson was for the outdoor lifestyle, and the mountain bike trails available formed a large part of that reasoning. We have both put our own time into 'giving back' to the community through organizing events and volunteering on dig-days etc. It is heartbreaking to think that all this could be lost if agreements cannot be reached to protect these incredible assets. |

Nelson is and has the potential to become a workd calss mountain bike destination. This was one of the key reasons I moved my family here in 2018. There are not many places in the world with access like this, all within a short drive of each other. I see videos on youtube of top mountain bikers in the northern hemisphere winters coming to NZ, visiting Queenstown and then Nelson. With the right development this will grow and grow, bringing jobs and tourist spend to Nelson. MTBing is a very inclusive sport, bringing people together of all ages and abilities, connecting with the natural enviroment and getting much needs exercise. A feature like a gondola to the top of Fringe Hill would be a massive draw card for tourism. I appeciate a lot of the infrasture being built, including delevlopment of learn trails to for people to learn on. The real magic is when your skills improve and you can get out further into the more remote trails in the Ngati Koata areas, the pine forrest and native bush. The value of this access to the Ngati Koata land cannot be under estimated: the impact to the communities physical + mental health, tourism and local businesses that support the growing number of mountain bikers in the local area and all the regional + overseas visitors, a good example of the reach of Nelson was the recent NZ MTB rally where 120+ riders descended on Nelson to utilise the great asset that Nelson has, all of which grow Nelson’s international reputation as a “bucket list” location to ride bikes. I have recently joined + become an active member of the voluntary Nelson MTB club and this has been a brilliant way to meet like minded people and enabled our family to quickly feel part Nelsons awesome community, the long term access to the Ngati Koata land will ensure this community + tourism / business value continues for future generations. The amount of recreational use this area gets with walkers and bikers is amazing. We have some of the best mountain bike trails in the world. People have been working for many years to establish the trail network which we now have and we need to look after it. Not just the trails but also the land it is on. Forming a positive relationship Ngāti Koata where we all looked after these areas would enable us to continue to create something very special. My wife and I have raced and traveled all over the world racing mountain bikes and Nelson is beginning to really establish a name in the mountain bike world. With support from everyone it will be come an absolute mountain mecca. I have also ran a local mountain bike series over the last 8 years on Thursday evenings through October-December. We run 5-6 vraces each year and each night we get over 200 people turning up from age 5 -65 to race and ride their bikes. Mountain biking is becoming a huge part of Nelson Tasman and it would be great to see it continue to grow into a real asset for us. |

A significant network of walking running and mountain biking trails has been invested in over many years and is recognised as being a significant recreation area. This area is so close to Nelson city that it is very easy to access and so is used very frequently by a wide cross section of the community including families. It provides much needed opportunities to enhance residents' health and wellbeing at low or no cost. These trails are built to a very high standard and are supported by the local Nelson mountain bike club members. As Ngāti Koata supports recreation occurring on its whenua, I believe the council should continue to engage to ensure a long-term agreement is reached in relation to public access. Mountain biking in Nelson also has a significant economic benefit to Nelson city which would be severely reduced if these trails not longer existed. We wouldn't be able to recreate a facility like this close to Nelson if these trails are no longer accessible. It is a much loved and used area by many people and helps make Nelson a great place to live. |

The opinion on nelson shared by many people from around my age is that this is predominantly an old person town, having minimal attractions that hold us down to living here, which is why we leave. I have been amazed by the increase in younger riders I now see on the trails and at races. To lose our trails would mean our tamariki would lose a major social aspect to their lives and lose the best hobby there is, if the council is serious about making this town more appealing to younger people and retaining them the trails must stay. The shared opinion of the people I'm surrounded with is the trials and our jobs and are the main/only thing keeping us in the grey old town. You can't let these beautiful sculpted trails just get overgrown with broom and gorse, there will be tears. Jack |

The Trust estimates around 5,000 cyclists rode the entire Coppermine Trail in 2023. The Trust makes it very clear in its communications about the trail to users, that access to Ngāti Koata land is a privilege, Ngati Koata land in the Fringed Hill and Maitai areas are managed by Tasman Pine Forests Limited and that the land is commercially run forestry with operational hazards. The regional picture is that around 80% of Nelson’s trails are on, or accessed through, land owned by Ngāti Koata. Without Ngāti Koata land access there would be only a few trails to ride in Nelson and the area’s world-class status would be lost. The Trust would like NCC to prioritise negotiating a longterm access plan with Ngāti Koata. These negotiations have been ongoing since December 2020. |

I have supported and advocated MTB trails in Tasmania, Tasman and Marlborough regions and have a sound understanding of the economic benefits to community/regions. |

Nelson has a world-class trail network and most of the best riding experiences in the country. In a meeting I recently attended discussing this topic, an unofficial show of hands showed that at least 75% of the 70 attendees had moved to Nelson because of the current mountain biking opportunities. For my family for example, my daughter would not have had the social opportunity to make so many friends who shared a similar interest in such a short time. Having gone from having 2 friends previously before moving to Nelson to having a core group of many friends, in large, as a result of the awesome biking community Nelson has. I strongly urge NCC to seek an agreement with the landholders, which will in turn help the thousands of residents who enjoy their city and the social cohesion the outdoors provides. I have found that quite lot of the mountain biking trails are on Ngati Koata land and I believe NCC should work towards negotiating Long Term Access and guarantees for access should be arranged. During this negotiation it should be highlighted how much care and maintenance goes into the areas with mountain bikes track. Additionally, some areas like Silvan Forest, would be prime candidates for replanting removed pine forest. As such these areas and other places with walking and biking trails should be prioritised for replanting and transition back to natural bush. Further, I think Nelson CC should be proactive on ensuring that walking paths are provisioned and access retained during any new developments, or negotiated with landowners where access make sense. In comparison to the UK, which has thousands of miles of historical publicly accessible and protected footpaths, NZ although blessed with many great walks does not have such enshrined protections to public footpaths - so it is great to be proactive and try to increase footpaths between areas, and ensure more paths are created and no potential walkways are lost to developements. |

We would be moving to the region because we enjoy the trails and the culture around them. Many of the medical staff that have moved into the area have discovered the region via it's mountain biking. A large proportion of the young professionals that contribute to the thriving Nelson economy have mountain bikes and use the trail network. Many people live in Nelson specifically for that reason. Businesses have been established providing employment specifically because of the worldclass riding on our door step. Not being able to ride, or the certainty of being able to ride into the future, would be like living in a surf town and suddenly the beach was closed. A cooperative, future focused partnership between the club, Council and Ngāti Koata, in the way it appears to work so well in Rotorua, would be an amazing outcome, providing certainty to literally thousands of people who are members of the Nelson MTB club. |

I feel we have contributed to the Nelson economy in the short time we've been here. The trails have allowed us to make friends, and overall be happier and healthier. I think this is true for many people who chose to relocate to Nelson and that without access to the trails, the attraction to Nelson isn't there. The biking community in Nelson is huge, and I think part of the main identity of the city, this could be lost without access. |

There are also extensive revenue flows brought to local business with spending related to the cycle recreation set. Most people bring their family, go for dinners, stay in motels or air bnbs ect. I notice through my small bike shop tourists will stay in the area for up to 5-7 days and on average spend 2-3 hundred dollars a day on their trip. Issue
A significant network of recreation trails has been developed over many years on Ngāti Koata whenua (land), providing important walking, running and mountain biking opportunities for residents and visitors to Nelson. Ngāti Koata supports recreation occurring on its whenua, providing a long-term agreement is reached in relation to public access.
Council is proposing to negotiate a long-term recreational access agreement over Ngāti Koata whenua (this agreement would not involve purchasing any land at this time). Areas being considered are Codgers “Koata Park”, the Coppermine Triangle (an area where the Coppermine Trail passes through Ngāti Koata whenua), Fringed Hill Road, Matai Face and part of the Sharlands area.
